JLL and the Rating Surveyors Association Covid-19 steering group call for talks to resume
Many businesses that occupy office space have been severely impacted by Covid-19
JLL has called upon the Valuation Office Agency (VOA) to return to Covid-19 rate appeal discussions.
Tim Beattie, Head of UK Rating at JLL, said: “A year on from the start of the pandemic and a day ahead of UK Tax Day JLL urges the Valuation Office Agency (VOA) to immediately return to talks they abandoned without explanation exactly three months ago on 22 December 2020.
“These vital talks were discussing allowances for ratepayers who occupy properties in sectors not covered by the Government's Covid-19 Business Rate Relief measures such as offices.
“The talks were well advanced, and an agreement had been reached, or an interim agreement reached (using the interim notification procedure outlined in the framework agreed by the parties) for some sectors when the VOA unilaterally departed from the process.
“The on-going delay is causing serious damage to UK plc and ratepayers need the Government to step in and ensure the VOA return to these talks.
“They should also instruct the VOA to implement the agreements and interim agreements that had already been reached when talks were halted by altering the Rating List directly which would ensure the original deadline of 26 March 2021 set out in the framework agreed between the VOA and Rating Surveyors’ Association is met for those sectors.”
