Major Leeds office deal was the largest outside London in 2017
A look at how the Government and JLL worked together to find a bespoke office solution for 6,000 civil servants in the centre of Leeds.
The Government is transforming its real estate portfolio and creating new regional hubs. The test was to find a site suitable for centrally located offices, close to transport links, with space for 6,000 civil servants.
How we worked together
This bespoke solution will act as a catalyst for regional growth, while an influx of workers will boost the local economy.
This was a major challenge, given there were no buildings anywhere near large enough to accommodate the requirement.
Any new development would offer the potential to act as a catalyst for regeneration and boost the local economy. So, it was important to find the right site and solution to deliver this vision.
Working in partnership with the Government Property Agency (GPA) we considered over 20 sites, at different stages of the planning process, many of which had urban regeneration potential.
Using detailed analysis and insights we compared the sites according to their deliverability, value for money and access to public transport. Gradually, the shortlist was reduced, involving GPA fully at each stage.
Based on this work, No’s 7 and 8 Wellington Place, were selected in central Leeds.
The hub, which will house civil servants from HMRC and NHS Digital, offers a bespoke solution, created from two combined buildings.
It will deliver taxpayer savings, act as a catalyst for regional growth and provide a modern, sustainable base, supported by smart technology to serve the public.
By working in partnership with GPA, we ultimately acquired 378,000 sq ft of space at MEPC’s Wellington Place - the largest office deal outside London in 2017. We’re confident this influx of workers will boost the regional economy and stimulate further development in this area.
