JLL Higher Education is a dedicated team providing strategic property advice to UK and international universities. We have particular experience in student housing partnerships and work closely with the Student Housing team to deliver innovative and affordable solutions to universities. We regularly produce estate strategies, demand studies, business cases, option appraisals, feasibility studies, and advise on functional suitability, learning environments and space planning.

We initially provided insight and advice around funding, procurement, partnership and sale opportunities for Goldsmiths’ student housing portfolio.
This led to JLL leading the Competitive Dialogue process for the transfer of, and investment in all of the University’s freehold halls of residence and the new build of 79 beds. We enshrined the University’s objectives into the procurement process; student experience was a particularly important factor.
JLL was subsequently re-appointed to provide a new estate strategy to ensure that the University’s growth plans, and focus on the student experience, are enabled and supported by its campuses. We continue to advise on implementation.

JLL provided property and facilities management advice to the University as part of its procurement of a student housing partner. The 46-year partnership with Uliving will see 577 new beds at Pittville in Cheltenham, as well as the refurbishment of 214 existing rooms, and the creation of a gym, dining hall, faith room, a new students’ union office and over 1,000m2 of dedicated office space for university staff.
The University instructed JLL to create a fresh Residential Estate Strategy, in order to understand potential threats and opportunities, define a future target portfolio, and set out a course of action.
We presented a number of funding options for the University to consider when pursuing the recommendations for implementation. We advised in detail on the advantages and disadvantages of each and helped the University to make a decision around which route most closely aligned with its own objectives.
The Residential Estate Strategy now serves as a flexible guiding document for the University, which sets out the possibilities and threats for the estate while providing a robust basis to inform its future actions.
Watkin Jones is set to develop a 511-bed student housing scheme in Stratford, east London, currently known as Duncan House. We introduced this scheme to the University of London in 2015 as an opportunity to expand its collegiate hall portfolio.
The University wanted to explore an off-balance sheet solution and so we ran a non-OJEU competitive dialogue process to select a partner to finance and operate the scheme.
UPP was appointed as Preferred Bidder in May 2016. The project achieved planning permission in June 2016 and JLL worked with the University and its advisors towards a £105m tri-partite agreement with Watkin Jones (for the design and build) and UPP (for the funding and operation), which reached Financial Close in December 2016. The building is due to open in 2019.
