Jobs boost a step closer as plans for £15m retail park in Widnes submitted

Jones Lang LaSalle advises on proposals for redevelopment of 8.2 acre site

Manchester, 13th June 2011 - Proposals to create around 220 jobs in Widnes are a step closer following the submission of an outline planning application to Halton Borough Council for a new £15 million retail park on an 8.2 acre site on the edge of Widnes town centre.
Submitted by Jones Lang LaSalle on behalf of Vector Investments Ltd, the proposals will transform former industrial land, on Tanhouse Yard, on the eastern edge of the town centre into a high quality retail warehouse park.
Andy Frost, Director in Jones Lang LaSalle’s Planning team, said: “There is healthy demand for new retailers to come to Widnes.  Our proposals seek to capture this retail demand in a way which benefits local people and the local economy in general.  Importantly, it will help to draw shoppers back to Widnes who currently travel to other retail parks in places such as Speke and Warrington.  In so doing, it will also encourage more shoppers to visit and spend in Widnes town centre.  We have worked closely with the Council and local people to make sure we get the proposals right and the reaction to them has so far has been generally very positive.”
The outline planning application is accompanied by an indicative masterplan and range of technical assessments which address a wide range of environmental issues, such as flood risk and ecology.  A decision on the planning application is expected by August 2011.
The pre-application consultation saw over 1,500 letters sent to residents, with a Public Exhibition for the proposals and meetings with residents and businesses from Widnes held over the course of the last two months. Community contact points, a website and a comment s form were all made available and the feedback received from the local community has helped to shape the plans.

·         The named applicant for the outline planning application is Vector Investments Ltd; part of London based P&O Istithmar Estates Ltd. Istithmar P&O Estates is owned by Dubai based world-wide property investment company Istithmar World
·         The site is located around half a mile (0.5 miles) to the East of Widnes town centre and extends to some 8.24 acres.  It flanks the eastern edge of Widnes Town Centre bordering the A568 Watkinson Way, opposite the Morrison’s Supermarket
·         The site is owned freehold by Vector Investments Ltd.  The site comprises a mixture of warehouse buildings, associated transport facilities and open yard areas
·         Approximately 80 people attended the exhibition held on Thursday 21st April at The Foundry, Lugsdale Road, Widnes.
·         The PPS Group has been responsible for undertaking all community consultation in relation to the proposals.
·         Of the 32 comment forms submitted at the exhibition, 27 expressed support for the scheme, four were undecided and only one indicated they were unsupportive of the proposal
·         The outline planning application features indicative plans of how the site could look if planning consent is granted, but all matters will be reserved except access
