Multi-disciplinary JLL team achieves planning permission for a sensitive development next to a World Heritage Site.

The Edinburgh International Conference Centre occupies a high profile City Centre location. Situated on the edge of a World Heritage Site, the site is viewed as extremely sensitive in terms of potential visual impact on the Edinburgh skyline. 

JLL was instructed to prepare and submit a detailed planning application for the development of a major extension to the Conference Centre and to additionally secure Commercial Office Development. The scheme sought to maximise the scale of development and associated floor plates to allow the commercial element to assist in cross funding the additional conference facilities. The ambitious development proposals comprise the final component in Sir Terry Farrell’s Exchange District Masterplan.  ​

The additional function space includes a 2,000 sqm multi-purpose hall with a column free layout, and a moveable floor to provide flexible space for a capacity of up to 2200 delegates. The stringent timescale for the project posed a key challenge. Within just four months a full pre-application scoping of key issues and a comprehensive consultation exercise was executed to promote the development proposals.  

The Planning Team worked in close cooperation with Agency, Capital Markets and Management colleagues who, together, formed a highly effective client advisory team. The combined effort of these teams is now coming to fruition. A Planning Application for the additional function space and office development (21,000 sqm floorspace) was lodged at the end of May 2009.
