Making the case for change: JLL supports P&O Estates in a challenging regeneration project.
Government Guidance emphasises the need to make the best use of land, in particular, directing development to previously developed land in the urban area. Given this focus, it was no surprise that we were asked by P&O Estates Ltd to assess the development potential of a former landfill site located in West Marsh, Grimsby.
We soon discovered this 20 hectare site posed a number of challenges. These were associated with its former landfill status, complex planning history, and the myriad of environmental issues associated with flood and tidal plains. Once we had understood these, we were able to identify and present a clear planning and regeneration strategy for the site to P&O, incorporating the essential requirement for a Country Park.
After much work on the masterplan for the site and various iterations, the current scheme provides a community led mixed use scheme including housing, retail and commercial starter units, all centered around a Country Park.
Much work is being undertaken to gain ‘in principle’ support for a formal planning application from the local statutory bodies. These include North East Lincolnshire Council, Yorkshire Forward and the Environment Agency.
JLL’s Planning team prepared a document entitled ‘Making the Case for Change’ to support negotiations with the Council. As part of this work P&O Estates secured support for a variation to the Settlement Agreement between P&O and North East Lincolnshire Council. JLL is now working with P&O Estates towards the submission of an outline planning application for approval of the comprehensive masterplan for the site later this year, which will deliver significant landscape, environmental, social and regeneration benefits.
